In a medium bowl, whisk together oat flour, protein powder, and salt until evenly combined.
Add nut butter, 1 tbsp maple syrup, vanilla extract, and 1 tbsp milk. Stir together—it will look crumbly at first.
Add the second tbsp of milk gradually, stirring after each addition, until the dough is soft and holds together. Add the second tbsp of maple syrup if you want it sweeter.
Gently stir in mini chocolate chips until evenly distributed.
